I think he does like you. You seem young, and a lot of the time guys don't know what to do or how to approach a girl they like. You also mentioned he's really shy, so of course he wouldn't be up front about liking you. If I was you I'd talk to him a bit and be friendly so he will begin to feel more comfortable around you. Then whatever happens happens.
